- COUNTY AND CITY DATA BOOK, 1983

- The 1983 County and City Data (CCDB) Book files on diskette
- present the contents of the corresponding printed volume in
- a format useable by certain microcomputers: those capable of
- reading MS-DOS format 5 1/4 inch diskettes, such as the IBM
- PC. (These data are also available on magnetic tape for use
- on larger computers.) These files present a broad sampler of
- the statistical information available for counties and cities
- from a number of Federal agencies and national associations.

- Arrangement of the Data
-
- The County and City Data Book, 1983 contains much more
- data than can be presented on a single diskette using current
- technology. Therefore, the data have been segmented into a
- series of files, most of which are no larger than 160 kilobytes
- in size, to give the user some flexibility in converting these
- files to other formats. (Disks in this series generally each
- contain more than one file.)

- The file design employed is especially well suited to the
- analysis of a few data items for all counties or all cities.
- Two of the sets of files created present 5 or 6 data items for
- all areas (counties or large cities) nationwide in each file.
- One of the advantages of this arrangement is that the number
- of fields per record does not exceed the maximum accommodated
- by the most common data base management systems for microcomputers.

- Counties File Set:
- CCDB00 to CCDB39 Each file contains 5 or 6 data items for
- (see p. 2-1) the U.S., 51 States (including D.C.),
- and 3137 counties or county equivalents.
- Requires 21 data disks (C2 to C22).
-
- Cities File Set:
- CCDB40 to CCDB71 Each file contains 5 or 6 data items for
- (see p. 3-1) 51 States (including D.C.), and 957 cities
- with 25,000 or more inhabitants. Requires
- 6 data disks (C23 to C28).

- The third set of files, with fewer data items but more
- areas overall, is segmented by State.
-
- Places File Set:
- CCDBP-AL to CCDBP-WY Each file contains 18 items for a State
- (see p. 4-1) and all places (both incorporated places
- and Census Designated Places) with 2,500
- or more inhabitants within it, and, for
- 11 States, all towns or townships with
- 2,500 or more inhabitants. (Incorporated
- cities with 25,000 or more inhabitants
- appear in both the cities files and the

- places files.) Requires 5 data disks
- (C29 to C33) for all States.

- Geographic extract files have also been prepared for the
- user interested in only the counties or cities in one State,
- or in only U.S. and State level records nationwide.

- Technical Conventions
-
- Comma-Delimited Format. Comma-delimited format was selected
- for its efficient use of space and its compatibility with a
- number of widely available data management, statistical and
- spreadsheet software packages, as well as its straightforward
- use by BASIC programs.
-
- Each data record is terminated with a carriage-return character
- (ASCII 13). Data fields within each record are separated by
- commas (ASCII 44). In numeric fields any leading zeroes have
- been suppressed. Negative values are identified by a minus
- sign (ASCII 45) to the left of the most significant digit.
- The area name field is enclosed within double quote marks
- (ASCII 34), and trailing blanks are suppressed. The state and
- county codes on the counties files are treated as a single field
- without an imbedded comma; similarly, the state and place codes
- are combined on the city and place files. This provides a single
- field which uniquely identifies each area.

- Flag Fields and Data Fields. Each data item is actually
- represented by a pair of numeric fields: a flag field and a
- data field. The flag is always one character in length. It
- is normally zero; most nonzero flags indicate a reason for the
- absence of data in the corresponding data field:

- Note that both flags 0 and 7 indicate the presence of data. A
- flag of 7 indicates that the value rounds to zero in the unit
- of measure.

- Footnotes. In the printed County and City Data Book, footnotes
- are occasionally associated with particular data cells to qualify
- the data in one way or another; for instance, to indicate a reference
- period different from the norm, the combination of data for two
- areas, etc. For example, comparison of crime statistics between
- geographic areas can be affected substantially by the incomplete

- reporting for some areas. Before beginning analysis, the data
- user is urged to review the applicable footnotes for the data
- items to be used.

- Label. Each item has been assigned a unique 8-character
- label, e.g. HHLD8001. The first four characters of the label indi-
- cate the subject heading, e.g. Households, under which the item
- is defined in Appendix A, Source Notes and Explanations. The fifth
- and sixth characters, e.g. 80, indicate the reference year. The
- last 2 characters are arbitrary numbers added to uniquely identify
- the data item among all CCDB products.

- Location. For the counties and cities files, the first 2
- digits of the 3-digit location identifier are the file number,
- e.g., 05 indicates file CCDB05. The third digit indicates item
- sequence within the file. For the places files, items are simply
- numbered from 1 to 20.

- Description. The item description, in a few cases, denotes
- items subject to copyright restrictions. Permission to reproduce
- copyright material should be obtained directly from the copyright
- owner as listed in the Source Notes in Section 5.

- Unit/Dec. The unit of measure is abbreviated as follows:

- "Dec" indicates the number of implied decimals. Only integers
- are shown on the data files. Note that there are a few items for
- which the unit of measure and number of implied decimals must be
- considered together, thus, ML$ (millions of dollars) with
- 1 implied decimal indicates that the effective unit of measure
- is hundreds of thousands of dollars.

- Size. The 6th column is the maximum number of digits required
- by this data item. This is useful when converting these files
- for use with software where field length must be specified in
- advance.

- U.S. Total. The last column is the data value for the U.S.

- The contents of the data dictionary also appear on disk C1
- in files CNTYDICT.DOC (counties), CITYDICT.DOC (cities), and
- PLACDICT.DOC (places).

- Relationship to Printed CCDB
-
- Since many users will be using these files in conjunction
- with the printed CCDB, Sections 2c (counties), 3c (cities), and
- 4c (places) portray the relationship between items in the book
- and the items in these files. Where the book presents a percent-
- age, these files usually present the numerator and denominator
- separately in absolute form. These sections are particularly

- valuable in drawing user attention to which denominator is appro-
- priate. For instance, the percent movers 1975-1980 is computed
- on the base of persons 5 years and over as estimated from the 1980
- census sample, since migration data were obtained on a sample basis
- only for persons 5 and over.

- The files in this set have a variable number of records:
- one record for the state total, a record for each place (incor-
- porated place or Census Designated Place) with 2,500 or more inhab-
- itants as of the 1980 census, and, for 11 states, a record for
- each town or township with 2,500 or more inhabitants. The 11
- states with town or township data are Connecticut, Maine, Mass-
- achusetts, Michigan, New Hampshire, New Jersey, New York, Pennsyl-
- vania, Rhode Island, Vermont, and Wisconsin.

- The sequence of records within a state file is by level
- (state = 0, place = 5, town/township = 6) and within level by
- 4-digit place or minor civil division (MCD) sequence code. The
- MCD sequence code is such that, if records were resorted by code
- without regard to level, place and MCD names would be correctly
- alphabetized together statewide. It does not relate to the 3-digit
- MCD code used in 1980 census products.

- Unlike the counties and cities files in this series, all of
- the data for a single place is found in one file. That file con-
- tains a 7-digit identifier (state code, level code, and place/MCD
- code), a place name field (with the applicable county name shown
- in parentheses), and 18 data fields. There are no data flags.
